Section 3-201

      (a)      (1)      In this subtitle the following words have the meanings indicated.

            (2)      "Bonds" means bonds, notes, and other obligations.

            (3)      (i)      "Stormwater management" means and includes the planning, designing, acquisition, construction, demolition, maintenance, and operation of facilities, practices, and programs for the control and disposition of storm and surface waters, including floodproofing and flood control and navigation programs.

                  (ii)      In Prince George's County, "stormwater management" also means and includes the protection, conservation, regulation, creation, and acquisition of property described in §§ 5-901(g) and 16-101(j) of the Environment Article, consistent with federal and State laws and regulations on the subject of nontidal and private wetlands.

            (4)      "Stormwater management district" or "district" means the stormwater management district authorized to be established under this subtitle.

      (b)      The powers under this subtitle are in addition to those conferred by any other law. This subtitle shall be liberally construed to carry out its purposes.
